二、高等师范规定四年，师范学校规定六年毕业，觉得太呆板，并没有逐渐提高的机会。如果把教育界各种人才所需要的学识技能分析之后再来规定年限，我觉得那时规定的年限，决不像这样一致。
(三)谁在那里教就教谁。若想把教育办有成效，必须依据实际情形。我们试把眼睛打开一看，实际上究竟有哪几种人在那里从事教育?大学堂的毕业生、专门学校的毕业生、高等师范的 毕业生、……甚至从高等小学出来的科举出身的先生，都是实际上在那里操教育权。
