I think you missed that whole point about Billie's style, haven't you? She's not wearing that style for the reasons you cite. You even missed the whole point about men gazing at her. First, she's doing it so as not to follow the expected trends. Second, she wants to make her own mark. Third, she wants the freedom, like men have, to change anytime she likes.
