周牧師出生於日治時代，經歷家庭與學校的打罵教育，使他感受被治理的無奈與陰影，產生「治理恐懼症候群」。後來神帶他領悟到，真正屬神的治理，是「成全人、並使人健康」。如同神造人時，賦予人治理這地的使命，包括管理海中魚、空中鳥和地上一切活物，即使人類犯罪後也沒有改變，直到永恆的新天新地。
