Q: One of your key arguments is that democracy in Brazil is constantly balancing between politics and bureaucracy. What led you to conceptualize this tension as central to democratic governance, and why is it particularly salient today?
The tension between politicians and bureaucrats is a universal feature of democracies, but in Brazil it has been shaped by incomplete reforms and long-standing structural constraints. The book uses case stories to show how imbalances can threaten democracy or, if managed well, yield more legitimate policy outcomes. Contemporary examples, including attacks on bureaucracy, highlight that current dangers come from both sides, and robust institutions are needed to keep the balance in favor of the public interest.
Anticipating Autocracies: Contradictions in Broken China
Q: Could you clarify what exactly is broken in the 'China Dream' and whose dream it is?
The dream is broken in the sense that the political system remains obsolete relative to a modern, educated society; while material growth and global reach have improved living standards, political freedoms and civil liberties have not expanded correspondingly, undermining the aspirational balance of the reform era.
