Horizon Europe runs in pillars, with Excellent Science (Pillar 1) supporting frontier research, Global Challenges and Industrial Competitiveness (Pillar 2), and the third pillar focusing on innovative Europe and spin-outs. The budget is negotiated between the Commission, Parliament, and Council, with associated countries contributing and potential dual-use and defense elements now more prominently considered. The program aims to be big, international, and highly competitive, especially for ERC-type funding.
