对于中国人来说，洪水，是很常见的自然灾害。
1998年，三峡大坝尚未完工，人们靠人工堤坝和数百万军民的身躯抵御洪水；时间推移到2021年，这中间过去的二十多年的时间里，水灾预警系统和应急响应机制已建立起来。可在那一年洪水袭击郑州时，红色预警接连拉响了五次，地铁仍在正常运行，一趟列车最终被积水围困，14人遇难。国务院调查组事后定性这场灾难，“总体是天灾，具体有人祸”。
