在俄烏戰爭中，俄羅斯以「夏令營」為名，將佔領區的烏克蘭兒童強制移送，進行「再教育」，要求他們講俄語、唱俄羅斯國歌，在訓練營學習丟手榴彈、用真槍射擊。與此同時，俄羅斯佔領區當局建立收養資料庫，將近三百名烏克蘭兒童陳列於網站，如商品般供俄羅斯家庭按年齡、髮色、性格篩選、「領養」。近四年，僅有不到兩千名兒童成功返回烏克蘭，而這幾乎完全依靠地下救援網絡完成：加密熱線、逃脫路線、邊境應對話術，每一個環節都生死攸關。
