Talking Points

Recent interactions between the hosts and their guests.

Patrick Kennedy: Part 1: We Can Fix Mental Health Care If We Build Power
Q: What lessons from Kennedy's Community Mental Health Act are most relevant today?
The key lesson is the importance of integrated community-based supports—housing, employment, social connections—alongside clinical care; focusing solely on medical interventions without social supports has failed communities, so a holistic, connected approach is essential.
Patrick Kennedy: Part 1: We Can Fix Mental Health Care If We Build Power
Q: Could you explain the 90-90-90 goal and what policy framework would be essential to reach it?
The goal is to broadly screen for mental illness, addiction, and developmental disabilities, ensure access to evidence-based interventions, and support recovery with housing and community services; policy should standardize protocols and fund long-term recovery supports to replicate successes seen in HIV/AIDS strategies.
Patrick Kennedy: Part 1: We Can Fix Mental Health Care If We Build Power
Q: What strategic steps can be taken to make this a winnable battle against powerful industry interests?
Organize a broad, united coalition; push for enforceable, outcome-focused policy and a new financial model that rewards prevention and effective treatment; engage employers and the investor community to align incentives with better outcomes and lower costs.
Patrick Kennedy: Part 1: We Can Fix Mental Health Care If We Build Power
Q: As the lead sponsor of the Mental Health Parity and Addiction Equity Act 2008, what do you see as the most significant barriers to its full implementation?
The barriers include the insurance industry's inertia and political power, plus regulatory and enforcement gaps; achieving true parity requires both teeth in the law and alignment of incentives so payers see long-term financial benefits in investing in effective mental health care.
Senator Creigh Deeds: How A Virginia Senator Turns Grief Into Behavioral Health Law
Q: What are the biggest obstacles to sustaining mental health reform in Virginia?
Funding always frames progress; workforce shortages, Medicaid budget pressures, and political will all shape what can be done each session, but by embedding the work in a permanent commission and tying it to concrete programs like Step Virginia and housing investments, we create lasting momentum.
