Q: What has been the most effective approach to turning legislation into real services?

Senator Manka Dhingra: A Senator Maps The Gap Between Passing A Bill And Actually Helping People
Q: What led you to focus on mental health reform?
My 20 years as a senior deputy prosecuting attorney exposed me to how the criminal justice system often becomes the default place for people with mental illness, which spurred my commitment to upstream prevention, crisis intervention, and treatment.
Dr Tim Murphy: How A Psychologist In Congress Rewired Mental Health Policy
Q: What were the main challenges you faced in getting the Helping Families in Mental Health Crisis Act passed?
The biggest obstacles were content-focused disagreements among stakeholders, the need to address Medicaid funding rules, and political trade-offs such as how to handle inpatient care, community services, and cost offsets; building consensus required extensive dialogue with providers, advocates, and lawmakers while navigating budget constraints and political risk.
Dr Tim Murphy: How A Psychologist In Congress Rewired Mental Health Policy
Q: Tell me a little bit about how being a doctor before you were elected helped you in creating legislation.
Being a psychologist gave me a grounded understanding of patient needs and the practical realities of care, and I used that experience to shape reform proposals that would actually improve access, coordination, and evidence-based treatment; it also helped me anticipate where compromises would be necessary to move a bill through Congress.
