Texas spent five years rebuilding its electrical grid based on the lessons of Winter Storm Uri. Now regulators face a harder question: who pays for the surge of large new customers trying to connect?

Right now, connecting a data center to the grid works like Texas hog season: no defined season, no bag limits, first-come-first-served, file as many interconnection requests as you want. Travis Kavulla’s recent essay in American Affairs argues the po... more

  • The rise and decline of affordable clean energy in Texas

Doug does a great job documenting the process of how big oil money and an uniformed electorate are killing an affordable clean energy future. I am glad someone is doing so I have something to show my colleagues, friends and children. I also recommend “Shift Key,” I also recommend doing a search for talks with Kingsmill Bond, Doyne Farmer, and Saul Griffith to see how other countries are doing things. We could have it much better here but we’re giving it all away needlessly.

  • Intros are distracting

The intros at the beginning of the podcasts are too long - we don’t need such a long and detailed introduction immediately before we are about to listen to the entire episode, just get straight to the episode! Also, I find the music that is played during the introductions to be distracting and annoying. The actual episodes themselves are fun to listen to, please get rid of the intros!

Talking Points

Recent interactions between the hosts and their guests.

How will data centers pay for power?
Q: Why not rely on traditional TSAs or cost-of-service models?
TSAs and cost-of-service pricing can over-rely on embedded, past costs and fail to reflect rapidly changing costs and the value of flexible resources, potentially mispricing the true incremental costs of serving large data-center loads.
How will data centers pay for power?
Q: Tell me what you mean by Bring Your Own Generation.
BYOG means new loads should furnish capacity that is matched to their consumption, promoting investment in generation and stabilizing the grid when there is uncertainty about future generation opportunities.
How Texas decides which data centers to connect
Q: What are the key stages and major financial implications developers should understand in Batch Zero?
Batch Zero has several stages: inclusion criteria to decide which projects enter the batch, a comprehensive studies phase (including load flow, stability, etc.), a commitment gate requiring a $50k per MW financial security, and a refinement phase that revises study results and produces an RPG-ready plan. The financial security may be partially refundable, but overall the upfront cost represents a significant risk for developers.
How Texas decides which data centers to connect
Q: Can you lay out what problems Senate Bill 6 was looking to solve and how batch zero fits into that effort?
SB6 aims to standardize interconnection for large loads like data centers, ensure they pay their fair share of interconnection costs, and support business development by reducing fragmentation in how loads connect to ERCOT. Batch Zero is the initial, multi-year process to study and allocate capacity for these loads in a coordinated way, moving away from one-off interconnection studies to a batch-based approach that aligns with the RPG planning process.
How Texas plans to serve ‘infinite demand’
Q: How do large data centers affect transmission pricing and cost recovery?
Large data centers raise concerns about who pays for transmission as new loads emerge; proposed minimum charges aim to ensure that the costs are recovered from the contracted capacity, not just actual usage, protecting other consumers.
