明朝開國稅賦輕，但朱棣為維護自己政權，開始養軍隊，養皇親國戚，擴大財政支出，造成財政沉重。貨幣使用紙鈔造成假鈔氾濫，中國不產銅，銅幣缺少，最後使用白銀，由於大航海時代，從美洲來的白銀供應由海外貿易所供應，沒有主要貨幣發行權。最後白銀過多造成通貨膨脹，貧富差距大。張居正改革統一用白銀收稅，但內地居民難於獲得白銀，張局正亡後，明末經濟成通縮。手裡有現金通貨的官僚地主開始屯銀，市場經濟不流動。面對邊境侵略，明末增加國防收入，但稅收減少，又開始加稅，跟本原因是財政制度的崩潰。
