Stefan Dercon on Implementing Elite Bargins
Q: How do you test commitment and determine whether a country is genuinely on board, rather than just indulging in window-dressing?
We test commitment by looking for observable actions, such as continued reform steps, material policy changes, and alignment among different domestic actors; if initial steps are reversed or watered down, we reassess and may step back to avoid being complicit in hollow commitments.
Stefan Dercon on Implementing Elite Bargins
Q: What does an engagement look like when you work with a country like Pakistan, and what kinds of steps do you prioritize first?
Engagement starts with signaling commitment through practical reforms that can be implemented quickly, like tariff reductions, while building a broad coalition of ministers, civil society, exporters, and senior officials; the aim is to create momentum and ownership, not to deliver a fixed blueprint from outside.
Stefan Dercon on Implementing Elite Bargins
Q: Before we dive deeper, could you explain the elite bargain idea and why you think it is essential for growth and take-off in low-income countries?
The elite bargain explains how a coalition of elites supports growth-oriented reforms; without this broad, stable coalition, reforms stall or regress, as narrow rent-seeking and weak institutions block progress. This framework helps identify entry points for change and explains why some countries grow while others stagnate.
