Industrial parks were framed as practical tools to address binding constraints like foreign currency shortages and to attract anchor investors who could pull in associated suppliers. The implementation combined a clear national manufacturing vision, specialized institutions, and hands-on execution by committed, frontline teams, plus strategic timing and investor-centric incentives beyond mere tax breaks.
