The division was created under state statute to serve all first responders statewide, with a nonprofit attached to support funding. It originated from the Highway Patrol and has since grown to include EMS, fire, and dispatch through partnerships and a strong data-driven approach, including a major statewide survey and a focus on mental health, finances, sleep, and peer support.
