I am David Bather Woods, an associate professor at the University of Warwick. The Violence Against Women Act is framed as a feminist success but is part of a larger trajectory of criminalization and policing. The VAWA era saw expanded partnerships between law enforcement and community organizations, which often reinforced state control while attempting to protect survivors. The visas (UVisa and TVisa) are analyzed as state tools that coerce cooperation with police, creating a contingent, temporary protection that relies on enforcement structures and racialized classifications of victims.
