《弟弟》的故事，從姊姊譚可意出發，透過她的視角，描述了譚家姊弟與父母的四人小家庭，在1997年以後的生活歷程。
他們原本是風平浪靜、日子過得像情境喜劇一樣的歡樂之家，卻漸漸地在家人之間出現了情感、理念上的分歧。
陳慧筆下，譚可意的弟弟譚可樂，是挺身參與社會運動的許多青年中的一位。而這個在譚可意眼中從小體貼、有禮貌、品學兼優的弟弟，因此也成為某些人眼中不懂事、讓人無法理解的年輕人。
