A History of Rent Control in New York City with Richard Epstein | EP189
Q: Could you unpack the different terms like rent control, rent stabilization, and destabilization for listeners?
Rent control fixes a price for a unit at a point in time and typically does not allow changes; rent stabilization allows controlled increases tied to regulatory rules, often with a market-rate comparison for non-controlled units; destabilization refers to mechanisms that allow targeted increases or market-based resets when certain conditions are met, including turnover or changes in tenancy.
