    From the arms-length perspective of a Brit, Mr Baker strikes me as something of a dinosaur fossilised somewhere in the bygone postwar consensus of the early 2000s. He talks of the Americans’ “allies” like Germany or France as if they are there for anything more than a free lunch, and as if their capacities could match their rhetoric.
