Please correct me if I’m wrong: the Plane was gifted to the US Dept of Defense. It was not designated how/ by whom it was to be used nor its ultimate destination. It was Heggers who stated it was to go to Trump; Heggers who decided that the DoD would pay for retrofitting; and it was he who said Trump will keep it post-presidency. The question should be: were Heggers’ decisions legal???? I and the country need clarification.
