《少年報導者》近日推出《精神病房的難置兒》深度報導，揭露了一群被社會遺忘的孩子──他們多半因遭受家庭暴力、虐待或家庭失能而被帶離原生家庭，又因創傷伴隨著嚴重的情緒與行為議題，在一般寄養家庭、團體家庭與安置機構都無力照顧下，最終成為「安置人球」。醫院的急性精神科病房、不適合孩子居住的成人安養機構，成為他們最後的去處。
監察院曾在2024年進行過調查，並為此糾正主管機關衛生福利部，要求督導各縣市定期列管追蹤與協助這群被不當安置的「難置兒」。這不只是制度面的缺失，更攸關對兒童的人權侵害。
