    Like most aspects of the economy, it is more complicated than your simplistic argument.

    Who pays the costs of a tariff depends on both sides of the equation. For example the price of goods will increase, however who ends up paying the price is dependent on the strength of each economy, the ability to find other markets, the ability to find other suppliers.
