The Clean Water Act was designed to address both direct industrial discharges and stormwater runoff, and it authorizes permits and enforcement to curb pollution runoff from facilities, with broad participation by the public to enforce violations, which allowed the Sierra Club and Sycamore Law to pursue action against the companies to reduce East Beach pollution.
