相信潰堤跟溢流只要是有受過基本義務教育的人是不需要解釋的，字面已經非常清楚。這次樺加沙造成的是潰堤啊，為什麼講相反的資訊？不是整個土壩爆開才叫潰堤，只要有造成缺口就是了，潰堤也不會瞬間所有水都湧出來，可能底部還是有一定高度，留一點水在其中再正常不過。只要看現在堰塞湖壩堤是否完整，還有水量就非常清楚，溢流只是超出邊緣的留出來，所以裡面還是會剩這個湖本來的水量，也就是9100萬立方公尺。
FYI.
事故發生前堰塞湖水位標高為200公尺，後下降至86公尺，湖區面積原140公頃已降至13公頃，堰塞湖原總蓄水量為9,100萬立方公尺降至600萬立方公尺。
如果杯子沒破，只是水太多溢流出來，那為什麼少這麼多水？
現在執政很愛玩這種詞彙，只是改詞彙，實際上根本毫無幫助，沒有改變任何事情。刻意強調溢流以削弱中央責任，其心可議。
