Talking Points

Recent interactions between the hosts and their guests.

Dr. Mark McClellan on How FDA and CMS Should Work Together
Q: How do you see AI and digital health tools affecting CMS and FDA collaboration going forward?
AI and digital health tools will fundamentally reshape how data is collected, analyzed, and used for decision-making. The collaboration should establish clear pathways for post-market learning, measurement of outcomes, and payment models that reward real improvements in patient health, while maintaining rigorous safety standards.
Dr. Mark McClellan on How FDA and CMS Should Work Together
Q: What were the key challenges in creating Part D, and how did data systems like SureScripts become foundational?
The biggest hurdles were enabling real-time data exchange for eligibility, co-pays, and coverage decisions across thousands of pharmacies, and aligning incentives for competition among plans. We pushed for early regulatory clarity and brought on critical commenters to refine the regs; SureScripts became the backbone that connected patient data to coverage and pricing in real time.
Dr. Mark McClellan on How FDA and CMS Should Work Together
Q: What led you to work across both FDA and CMS, and how did your day-to-day responsibilities differ between the agencies?
I explained that my background in medicine and economics drove me to roles where economic soundness and scientific rigor intersected policy. At FDA I focused on speeding up safe, effective development and at CMS I concentrated on implementing programs like Part D, with attention to data, risk adjustment, and the real-world performance of drugs and devices.
Tom Barker on The Truth About Drug Pricing Policy
Q: What policy levers would you deploy to address the drug pricing issue in America if Kennedy called you tomorrow?
Focus on competition and marketplace dynamics rather than government price setting, accelerate approval of generics and biosimilars, and maintain Part D's private-plan competition model while carefully addressing reforms that stabilize benefits and patient cost sharing.
Inside the Business of American Healthcare with Wharton’s Dr. Lawton Burns
Q: Who takes your class and what do you teach about payers?
The class attracts doctors, MBAs, nurses, and legal professionals, and covers the three major payers—commercial insurance, Medicare, and Medicaid—along with how hospitals and providers interact with them under different policy scenarios.
