台灣服務業面臨的缺工問題，近來似乎出現了一些東南亞留學生「假留學真打工」的特殊現象，使得原本立意良善的新南向政策變成服務業彌補人力缺口的合法祕密管道。
《天下雜誌》的深入調查之後更發現，這個現象的起因部分與政府過去推行的「新南向政策」有關，例如教育部設立南向專班、僑委會則有「3＋4」的計畫。然而，這些外籍學生的中文能力大多無法符合學習需求，課程品質相對低落，甚至他們原本來台的主要目的就是想要透過留學的名義來從事勞動、打工賺錢，而部份私立高中和科技大學竟也願意配合。
