關愛基金會最初源於1980年代對愛滋感染者的接納，後隨著社會變遷，服務對象延伸至失聯移工及其子女，即所謂的「黑戶寶寶」。楊姐將關愛之家定義為「制度鞭長莫及之處的最後防線」，在法律與政策尚未觸及的真空地帶，為這群被社會漏接的生命提供食宿、醫療與基本的尊嚴。
在楊姐眼中，失聯移工面臨著極大的制度性障礙。由於移工來台常背負龐大債務，一旦懷孕或面臨身分失聯，因恐懼被遣返，往往不敢尋求正規醫療資源。這導致許多母親在缺乏專業接生... more
