膨大な研究データのメタ分析から、「子どもたちの学力は、いったい何によって伸びるのか」に迫った本書。学習者本人、家庭環境、学校、教師、指導法など様々な観点から、学力を高める効果について述べられています。
番組内では、この中で「学校」というカテゴリーに限定して、学校やクラスの規模は、本当に学力に影響するのか。「能力別クラス編成」は、果たして効果があるのか。などについて語っています。

イギリスは日本と同じ就学義務の国。ホームスクーリングなどは原則許可されておらず、我が子を学校に通わせることは、親に課された強い義務となっています。しかも日本と違い、合理的な理由なく子どもが学校を一定期間休んだ場合には、保護者に罰金があります。（ただし、日本の不登校の子どもたちの多くに見られるような非常に強い気持ちの落ち込みや学校恐怖症的なものに対して、罰金刑があるということではありません。そこはお間違いなく！）
