We move attention to the practices that sustain internationalisation, including state support, firm-level linkages, and everyday local interactions, and we introduce flexible embeddedness as a framework to describe how firms move between different forms of embeddedness in practice.

Costanza and I began from a disconnect between existing literature on Chinese overseas expansion and what we observed in the field, particularly in Kenya and Ghana, where day-to-day practices showed more complex forms of embeddedness beyond the standard funding-and-contract narrative.

Q: How did UK and German think tanks differ in their approach to lockdowns and public health policy?
UK and German think tanks showed variation but converged around a broader neoliberal frame; some German groups were more lenient with early lockdowns to maintain policymaker relationships, while more radical groups attacked lockdowns with sharper rhetoric.

Q: What are the main strategies these think tanks used to respond to COVID-19?
The interviewee explains that think tanks largely adhered to core neoliberal ideas as their strategy, constructing a common narrative that emphasized state failure and the dangers of intervention, while proposing a return to market-led recovery and tax/ spending restraint.
