第二章安全挑戰：
2022年以來，俄烏戰爭及美「中」持續競爭下，國際情勢轉趨緊繃，牽動臺海局勢，中共藉時任美國眾議院議長裴洛西（Nancy Patricia Pelosi）訪臺，及蔡總統出訪與美國現任議長麥卡錫（Kevin Owen McCarthy）會晤時機，在臺灣周邊進行「聯合軍事行動」和環臺軍演，加大對我軍事威懾。習近平於「二十大」邁入第3屆任期之際，中共政權統治更加專制，並表示不放棄對臺使用武力，加上跨國疫情、極端氣候及能源供應等非傳統安全威脅，對我國家與國防安全形成嚴峻挑戰。
第二篇國防戰力：
面對複雜多變的區域戰略環境與嚴峻的敵情威脅，國軍依擬定之國防戰略與軍事戰略，以創新/不對稱的思維推動建軍備戰，組建肆應未來戰爭之兵力結構，並透過嚴謹建案程序，籌獲聯合作戰所需武器裝備，同時強化聯戰指揮機制、精進網電作戰能量、維持武器裝備妥善及提升官兵精神戰力，俾發揮戰場優勢。此外，秉持「處處皆戰場、時時做訓練」實戰化訓練要求，透過基礎戰力及聯戰訓練，打造勤訓精練的精銳部隊，全面提升國防戰力以預防戰爭，確保國家安全。
