本书收入的大多数文字是2000年之后我的演讲整理稿。当年，受美国新经济危机的影响，国际资本开始向中国沿海地区重新布局，直接推动2003年中国成为外商直接投资（FDI）第一的国家；随之，农村劳动力大量进入城市和工业开发区打工，导致2004年以后农村出现空心村、城市出现劳工荒……这个势头在2001—2003年经济复苏时表现得还不充分，也因此，书里所讨论的劳动力因为绝对供给过剩，而短期内难以通过对等谈判提高工资待遇等判断，在2004年以后再看，就显得和现实脱节。此外，其他对于劳动力构成重大政策性影响的，一是2004年《土地承包法》开始实施；二是2005年中央财政开始承担“三农”开支，同时落实农业税费全免的政策，... more
