她曾任國發會主委，如今是地方創生基金會董事長，走遍台灣、聆聽土地的聲音。陳美伶堅信，地方創生不能只是政策口號，更應結合ESG理念、科技應用與產官學研社區合作，打造能永續經營的特色聚點。
陳美伶認爲，政策要走進人群，才能改變土地。她提醒，地方創生若只靠補助或一次觀光，容易淪為寄生模式。
唯有將環境永續、社會共好與科技導入地方治理，打造出大家願意多次造訪、甚至返鄉落地的宜居社區，才是真正留住青年、解決人口外流、平衡城鄉差距的國安戰略。
