舜帝明典刑于天下，通情理而赏罚分明。用流放代替残酷的五刑，在官场上用鞭刑，在师徒间教育用棍刑，也有的可以出金赎罪以代替惩罚。无心小过错，可以酌情赦免；对于屡教不改的才用严刑峻法。治理国家使用刑法非常谨慎。把共工流放到幽州，把欢兜流放到崇山，驱逐三苗到三危，在羽山处死鲧。天下的人都心悦诚服了。
舜摄政二十八年的时候，帝尧去世，百姓的哀伤像失去了父母一样。在守丧三年中，天下没有八音。
舜于摄政后巡守期间协调四时节气，统一律、度、量、衡。修定五礼、五玉、三帛、二生、一死，确定各个不同等级的官员拿不同的信物，见面礼，如五器，行完礼后归还诸侯。巡守完毕后，祭告于太庙，跟往圣先贤禀告，一点都不敢自专。
舜每隔五年巡守一次，四方诸侯分别在四岳朝见天子，向天子报告自己的政绩；天子也认真考察各诸侯的功绩，把车马衣服奖给有功的诸侯。
这年正月初一，舜虽不接帝位，但是，开始进行全权摄政的程序。他在祖庙用浑天仪考察天象，观察日月星辰的分布，小心求证自己现在的摄政是否符合天意。舜全心全意告于上帝，诚心诚意祭祀天地四时，山川群神。然后，聚集各方诸侯的瑞玉，份位明确后，重新分配瑞玉。
摄政后第二个月，开始外出巡守，考察四方。
