近年高雄垃圾年增率高達 5.18%，以2024年為例，一般廢棄物總量已達 168 萬公噸，但全市4座焚化爐一年最多只能處理130萬公噸。加上焚化爐設備老化、頻繁歲修，以及為維護空氣品質而必須減燒，新建處理設施又常面臨選址困難等等，使垃圾處理量能長期吃緊。
