Fortunately, no, you don’t have to have this. I mean, recently when I still had access to the ARM64 Linux, I was in this very situation. I had the luxury to be able to build on every supported platform.

Yes, that’s a good question. Because you could say of, I mean, work hard, go to everything is working state. And this is kind of the zero hydra failure phases that happen at each release before each NixOS release.
