I recommend starting with the Newport Manual for a modern overview of blockade law at sea, then examine the San Remo Manual with a critical eye toward proportionality and its applicability to blockades, and finally form your own view on whether proportionality should apply in blockade contexts or be kept separate from blockade doctrine.
