Q: Can you explain to our listeners first what the UN Special Procedures mechanisms are, how they came into being and how they function?
The system began after World War II with the Universal Declaration of Human Rights and evolved into 46 thematic mandates and 13 country-specific mandates; independent experts are appointed on merit, functioning as fact-finding, monitoring mechanisms supported by OHCHR, with different functions including annual thematic reports, official country visits, and communications to governments.
