蔡明芳指出，中東等地緣政治衝突深刻影響全球油價與物價，而物價穩定與否直接牽動各國的執政威信與美國聯準會的利率政策。然而，與全球面臨通膨壓力不同，中國當前卻陷入通貨緊縮的困境。蔡明芳表示，中國物價下跌並非好事，這反映了其國內嚴重的有效需求不足。在外資撤離、產業外移導致失業率攀升的背景下，民眾因恐慌而勒緊褲帶，此時政府縱使發放現金，民眾也只會用於基本生活而無法實質刺激新消費。在內需疲軟下，中國只能將龐大的過剩產能向海外「塞貨」出口，但此舉充滿了呆帳與壞帳的風險。
