對於近期部分地方首長透過中國主辦的「海峽論壇」行銷農產品，蔡明芳表示，政府從未禁止台灣水果外銷中國，真正的癥結點在於不該透過統戰平台銷售。他強調，單純賣水果沒有問題，但若配合帶有政治前提的統戰平台，會讓農民陷入中國養、套、殺的經濟脅迫之中。一旦中國以政治理由片面禁停進口，農民將面臨龐大的生計壓力與轉作成本。此外，過度依賴單一市場，還可能導致台灣農業技術外流，培養出低價競爭對手，對台灣農業長遠發展極為不利。
