『 今日的馬祖日報。明日的馬祖歷史 』
馬祖日報創刊於1957年，是台灣各縣市中為二因軍事戰地，而擁有在地的官方報紙。馬祖日報當時由最高指導單位，戰地政務委員會直接管理，擔任著佈達政令、軍民宣導等前線戰地宣傳之工作，直至戰地終止後面對報社全面的改革，一路一來吳依水社長參與其中，並擔任了戰地終止馬報改革的先鋒。

楊綏生前縣長雖為馬祖第一位公費醫師，但他一生都在為馬祖的交通而努力， 馬祖交通的爭取過程，體現了馬祖島嶼的身世與處境。當戰地政務解除，屬政治 弱勢的馬祖，連一席立委都要靠自己爭取，有立委才有可能有飛機，有了飛機卻 經歷了連兩年的空難，楊前縣長為了改變馬祖與台灣之間的距離，2012 年甚至不 惜利用博弈公投爭議，博取中央關心馬祖交通議題。
