I was expecting this to be a lecture about post-colonial English in India (this is iTunes U and a presentation by the Open University after all) but it turned out to be a documentary. It's not an academic look at English in the least bit but more like something you'd see in a news feature.
It's a good way to learn the situation of English be used in these Asian countries.
