I think it's either making some decisions too late, and a common challenge was internal management issues.

Q: Can you tell us a little bit what has happened since that time, in the last 10 years? What were the major, most important shifts in the role of Think Tanks over that last decade in Serbia or in the region?
The first focus was on accountability of security institutions, and now we're in a perverse moment where people want to be democratic but democracy is questioned and not appreciated.
