1897年，德国以巨野教案为借口出兵占领胶州湾，几个月后，清廷被迫与德国签订租借条约。几乎同时，俄国舰队开进旅顺口，随后租借旅大。「瓜分狂潮」突袭，这也让朝野变法的呼声越来越急，戊戌变法随之而来。
同一时期的欧洲，德皇威廉二世积极宣扬「黄祸论」。他把种族、宗教和文明冲突的说法搬上外交场合，为德国的“世界政策”张目，也借此怂恿俄国把目光转向远东。日俄战争后，日本的崛起让这套说法显得更有说服力，此后又随着移民、贸易和意识形态之争，不断换上新的面目。
