此過程強調「論述」的重要性，透過村史寫作、文化地圖、公民論述等方式，將古道、歷史記憶、傳說、產業等分散的文化資產（珍珠）串連起來，建構集體記憶並賦予意義。

本集以新博物館學為指引，將客家博物館從以物為中心與歷史導向，轉向以人為核心、回應當代社會需求的溝通平台。

重點包含語言現況與政策影響評估，並提升無形文化資產如戲曲與技藝的地位，促進文化活化、保存與傳承。
