Da NATO’s bomber i 1999 regnede ned over Jugoslavien, skete det uden et mandat fra FN’s Sikkerhedsråd. Siden har den 78 dage lange krig trukket spor ind i andre konflikter.
Serien er støttet af Carlsbergfondet.
Som dansk chefforhandler var Laurids Mikaelsen vidne til USA’s mange forsøg på at undergrave ICC i 1990’erne. Nu kan han se til, mens historien gentager sig.
