後編では、共創の現場を動かす「コーディネーター」を特別な職能に閉じ込めず、誰もが担える役割へと“民主化”する道筋を探ります。翻訳（調整）に留まらず、目的を引き出す上流設計へ——旗の立て方・畳み方、期待値の合わせ方、可視化と返礼のループなど、実践の型を分解。さらに、平時からのつながりを有事の力に変える「防災×共創」の視点、仲卸（中間支援）に依存しない仕組み、行政の受援力と外部ネットワークの設計まで、東北と都市の往復から見えた実装条件を語ります。
旗を立てる人は、どうすれば生まれるのか。今回ゲストとしてお招きした渡辺一馬さんの半生には、その問いに応えるヒントが詰まっています。幼少期の葛藤、大学での断行（団体交渉）の経験、実践型インターン事業の立ち上げ、そして震災を経て「若つく」が誕生するまで。すべての出来事が「課題を自分で解き、旗を掲げて周囲を巻き込む」力につながっていきました。前編では、東北を舞台に旗を立て続けてきた渡辺さんが、自らの足跡を振り返りながら、共創の土台を築くプロセスを語ります。
震災後の地域実践から生まれた「つなげる30人」。その原点は、国策ではなく“暮らしの手触り感”に根ざしたローカルの官民共創でした。一方で霞が関・虎ノ門では、制度や政策を動かすマクロな官民共創が模索されています。
