设计过程中最重要的是顶层设计和机制的构建，这两个如果能和TOD核心理念和公共利益紧密结合的话，TOD才可能会体现价值而不是变成用来平衡土地财政。
初期就需要把TOD理念贯彻进去，才能避免后续反复沟通，不是配合的团队水平不好，而是甲方并没有考虑tod，这个理念没转过来， 而TOD只有作为高层的规划，以一个体系去植入的时候，才能是一个完整的系统。
